Committees of Council and their Mandates

1. Committee of Adjustment

Appointed under the authority of the Planning Act, the Committee of Adjustment considers the merits of applications under Section 45 of the Planning Act (e.g. minor variance, permission) for the Township of South Stormont.

Prescribed Committee regulations are found in the parent legislation.

Committee meetings are called when applications dictate, however, when possible, the meetings shall usually be held on a Monday at 7:00 p.m. at the Municipal Office.

2. Planning Advisory and  Economic/Waterfront Development Committee 

This Committee will provide a thorough review of all issues and considerations with a focus on the needs of development within the Township of South Stormont.

Purpose-Planning
The Committee will provide recommendations to Council for proposed Zoning By-law amendments, Official Plan amendments, and other planning matters including, Plan of Sub-division Agreements and Site Plan Control Agreements.  The Planning Advisory Committee will also advise Council in the preparation of new Official Plan and Comprehensive Zoning By-law documents, in addition to property standards.

Purpose - Economic/Waterfront Development
The Committee will strive to enhance the economic development opportunities and investment and increased local employment opportunities through active encouragement and assistance in business attraction, retention and expansion in South Stormont.  Further, the committee will endeavour to encourage the use and enjoyment of the waterfront and to incorporate waterfront development goals to maintain and enhance the valued lifestyle in our community.

Committee meetings shall be held on the third (3rd) Monday of every month at 7:00 p.m. at the Municipal Office.

3. Fire Management Committee

The Fire Management Committee (FMC) has been created to manage the fire departments within the Township of South Stormont. The goals of FMC include standardizing all operations within all of the fire departments of South Stormont, to submit one budget to Council, to recommend public education and fire prevention, and to recommend public fire safety programs.

Committee meetings shall be held on the fourth (4th) Tuesday of each month at 7:30 p.m. at South Stormont Fire Halls (rotating).

4. Environmental Committee

The Environmental Committee (EC) will make recommendations to Council to provide for the protection of health, safety and welfare of the inhabitants of the Township of South Stormont.  In particular, the committee will review and recommend development practices to improve quality of life, reduce costs and to reach higher standards of air, water and soil quality and climate protection.  This may include environmental services, in particular, water, wastewater, recycling and garbage collection.

Committee meetings shall be held on the third (3rd) Wednesday of each month at 7:00 p.m. at the Municipal Office.

5. Parks and Recreation Advisory Committee

The Parks and Recreation Advisory Committee (PRAC) may address matters related to the following:

  • the programs provided by the Township offered through the Parks and Recreation Department and other agencies under the auspices of the Township;
  • the conceptual planning of park services, including public open spaces;
  • the creation of park development policies, including public open spaces and the acquisition;
  • the development and review of agreements that provide for the usage of parks and other township recreational facilities;
  • the development of programs aimed at celebrating current and historic cultural strengths of our community, including the annual recognition program and/or awards banquet for honouring volunteers and individuals of special achievement; and
  • inter-governmental relations focusing on recreation, culture, youth and adult functions and services.

Committee meetings shall be held on the second (2nd) Monday of each month at 7:00 p.m. at the Long Sault Arena, John Cleary Room.

6. Emergency Management Committee

The purpose of the Emergency Management Program Committee (EMC) is to develop and implement an emergency management program consisting of an emergency plan, training programs and exercises, and public education. The Committee shall act in accordance with the duties and obligations as assigned by the Emergency Management Act, R.S.O. 1990, c. E.9

Committee meetings shall be held on the first (1st ) Tuesday of the month, quarterly, or as determined by the committee at 1:30 p.m. at the Municipal Office.

7. Local Architectural Conservation Advisory Committee (LACAC)

Pursuant to the authorities granted under the Ontario Heritage Act, the purpose of the Local Architectural Conservation Advisory Committee (LACAC) is to advise Council on heritage matters including architectural, material culture, historical and natural heritage. This can be accomplished through conservation or restoration initiatives, education, or heritage designation of the built environment.

Committee meetings may be held as required.
